OPERATIONS AND MAINTENANCE WITH FORCE PROTECTION AT FIVE US BASES

Brief Description of Work, Including Responsibilities:

Operation and Maintenance (O&M) for a cross-departmental contract for the US Departments of State and Defense involving the supply and sustainment of all facilities for up to 7,000 personnel at five US bases in Basra Province. The contract O&M requirements include power generation and distribution, sanitation, potable water generation and distribution, air conditioning, refrigeration and waste management systems.

• Intranet inventory-management of over 10,000 line items at five locations
• Fully integrated door-to-door delivery & satellite tracking
• Just-in-time logistics network employing hundreds
• Replenishment management to include:
• Procurement, inspections, and Customs clearance
• Quality assurance to include refrigerated food items
• Anti-terrorism and force protection
• Fuel Supply – 17.3M gallons delivered
• Potable Water – 274M gallons produced and delivered, operating reverse-osmosis plant
• Septic – 251M gallons removed and properly disposed of
• Maintenance of over 200 operational generators and refrigeration units
• Full laundry service for over 7,000 personnel

DEPARTMENT OF STATE AIR OPERATIONS EXPANSION

Brief Description of Work, Including Responsibilities:

This contract, as a prime/subcontractor to Dyncorp International, was awarded for the design/build and construction of new facilities for the US Department of State.  The project had been designed to deliver a greater capacity for aviation operations.  An overview of the deliverables included:
• Multiple aprons for rotary wing operations
• 12 helicopter pads
• Two fixed wing and aircraft pads
• Renovation and O&M of existing offices
• Construction of new passenger terminal and office building
• Overhead indirect-fire protection
• Construction of aviation hangar
• Construction of new flight crew accommodations
• Furniture (fixed and loose)
• Power generation and distribution, three 1.7 Mw prime-power generators
• Plumbing supply and waste water systems
• Electrical including low voltage and communication systems
• Security towers and control access center
• Automated force protection
• Technical security systems door control and duress systems

Brief Discussion of Any Technical Problems and Their Resolutions:

The technical specifications required the establishment of a sophisticated supply chain.  A few examples follow:
• Bullet proof glass from the US, a host nation customs sensitive item
• Pre-engineered buildings from Turkey
• Technical surveillance and computer equipment from the US, a host nation Customs sensitive item

CONSTRUCTION OF AFGHAN NATIONAL POLICE HQ FOR US ARMY CORPS OF ENGINEERS

Location:  Sar Hawza, Paktika, Afghanistan near Waziristan, Pakistan border
Contract Size: $3.2M
Brief Description of Work, Including Responsibilities:

This project consists of the design and construction of Afghanistan National Police (ANP) Uniformed Police District Headquarters facilities (approximately 600 SM in size and a population of [60] persons; to be located at Sar Hawza, Paktika Province, Afghanistan. This project is defined as the management, planning, design, material, labor, and equipment, to site adapt and construct all utilities, vehicular access, buildings, force protection measures, site security, and de-mining activities. • One-story Multi-Purpose Police facility
• DFAC, Billeting, Armory and Jail
• Office and Conference Center
• Construction of Water Well
